13-Years in a Row: Pocatello Finance Dept. Honored for Excellence in Financial Reporting

The City of Pocatello Finance Department is among the elite when it comes to governmental accounting.

Recently, the department was awarded the Certificate of Achievement for Excellence in Financial Reporting for their efforts on the Comprehensive Annual Financial Report (CAFR) for Fiscal Year 2016 by the Government Finance Officers Association of the United States and Canada (GFOA). The certificate is the pinnacle of recognition in governmental accounting and financial reporting. Fiscal Year 2016 marks the 13th consecutive year that the department has received the certificate.

“It’s through the tireless work of the employees in the department that we are able to receive this award,” said Joyce Stroschein, Chief Financial Officer. “I would like to thank them for their efforts and dedication to the City.”

The CAFR is judged by an impartial panel and the report must demonstrate a “spirit of full disclosure” to clearly communicate the City’s financial story and encourage people to read the CAFR.

The department’s streak is also intact for another award. For the 12th straight year, GFOA presented the office with the Award for Outstanding Achievement in Popular Annual Financial Reporting. These documents must display creativity, presentation, understandability, and reader appeal and the award recognizes the City’s exemplary work on the Popular Annual Financial Report (PAFR).

“The PAFR is much easier to read for average citizens,” Stroschein said. “The document takes the figures contained in the CAFR and clearly explains how the City accounts for all its transactions.”

The GFOA is a nonprofit professional association serving approximately 19,000 appointed and elected local, state, and provincial-level government officials and other finance practitioners.
