ANIMAL SHELTER ADVISORY BOARD UPDATE

Representatives from the Animal Shelter Advisory Board will discuss the Board’s goals and projects, as well as Council’s policies and expectations.

CDBG ADVISORY COMMITTEE UPDATE

Representatives from the CDBG (Community Development Block Grant) Committee will discuss the Committee’s goals and projects, as well as Council’s policies and expectations.

SENIOR COMPLEX PROPOSAL

Sharon Manning, United Senior Project Chairperson, (830 Spyglass Point, Pocatello, ID 83204) will be present to discuss a proposal being developed by the United Senior Project. Ms. Manning will share plans regarding the proposed complex and to ask for Council Support regarding the complex.

CANCELLATION OF EXECUTIME PROJECT

Chris Sorensen, Chief Information Officer, will be present to receive official concurrence from Council to cancel the Executime Project. A majority of the Council supported the concept during the February 9, 2017 Study Session and asked staff to bring the project forward for consideration. Staff is now asking for direction regarding the project so that funds allotted to the project may be used elsewhere.

PUBLIC WORKS DESIGN PRINCIPLES AND STANDARDS UPDATE

Engineering staff will give an update from the February 9, 2017 Study Session regarding the City of Pocatello Public Works Design Principles and Standards. Staff will provide a proposed schedule to incorporate the design principles into Pocatello Municipal Code Title 12 by ordinance and to adopt the standards by resolution (which may be modified from time to time.)

7.

PROPOSED CHANGES TO CDBG PROGRAM REQUIREMENTS

Neighborhood and Community Services Division staff will be present to discuss proposed changes to the City’s requirements for Community Development Block Grant (CDBG) funded programs. The proposed changes will improve bidding and procurement processes (which may also reduce administrative costs); offer a new program to low- and moderate-income homeowners; and amend the existing Section Three policy.

BANNOCK COUNTY HISTORICAL SOCIETY—FORT HALL REPLICA/POCATELLO JUNCTION FACILITIES UPDATE

Parks and Recreation Staff will be present to review past agreement terms and conditions with the Bannock County Historical Society. Staff is recommending a revision to the current agreement that will allow Bannock County Historical Society to assume operation of the Fort Hall Replica and Pocatello Junction facilities; and the Fort Hall Replica Commission.

9.

USE OF CAPITAL CONTINGENCY FUNDS TO PUCHASE POLICE EQUIPMENT

Police Department staff will be present to seek Council’s guidance regarding the use of Capital Contingency Funds in the amount of $180,000.00 to purchase two additional patrol vehicles and a shooting simulator. Total amount of the funds available is $619,187.00.

EAST BENCH RECREATION MANAGEMENT ZONE—BLM PROPOSED TRAIL SYSTEM

Bureau of Land Management (BLM) representatives; Parks and Recreation Department staff; and Public Works staff will be present to review a proposed Trail System in the East Bench Recreation Management Zone. Staff is also seeking Council input/direction regarding the proposed trail to be known as Pioneer Ridge Trail System.

FUTURE INFRASTRUCTURE PROJECT DISCUSSION

This time is for the City Council to review, discuss and rank infrastructure projects proposed by City of Pocatello departments.

FISCAL YEAR 2016 COMPREHENSIVE ANNUAL FINANCIAL REPORT AND POPULAR REPORT UPDATE

Finance Department staff will present the completed Fiscal Year 2016 Comprehensive Annual Financial Report and Popular Report to the City Council.
